T. Franklin Gilley, III will concentrate his mediation skills on the experience he has gained as an attorney in the areas of medical malpractice defense, negligence and  personal injury litigation, worker compensation, and insurance law.  He has learned the value of negotiation and mediation to resolve disputes, particularly at the early stage of a lawsuit or in dealing with government and citizen disputes.  He is a Rule 31 Supreme Court listed mediator.

 Toby Gilley is a partner in the firm of Rucker, Rucker & Gilley P.C. in Murfreesboro.  He presently serves on the Murfreesboro City Council and Planning Commission, Water amd Sewer Board, and the Risk Management Committee.  He was in the 2000 class of Leadership Rutherford and the 2006 Leadership Law Class of the Tennessee Bar Association.  He was the President of the Rutherford/Cannon County Bar Association in 2006 in Murfreesboro. 

 Mr. Gilley graduated from Middle Tennessee State University with a B.S. and M.A.  He served as student government president.  Presently he is an adjunct Professor at the College of Business.  He obtained a J.D. from the University of Tennessee Law School. 

 He is a member of the American Bar Association, Tennessee Bar Association and the Defense Research Institute.

 He is married to Laurie Gilley and has two children, Isabella Anzonette and Robert.
